The Outer Glow effect lends a, well, glow to your ghost. Roll over picture for a larger image.
To help make your ghost look more "in the moment", select something from the location photo to copy and past over the ghost layer. In the example I've selected Karen and pasted her into a new layer, effectively putting ghostly Glen behind her.
If you want to add a few other touches, try the Filter menu. In the example, I want to get rid of the logo on Glen's T-shirt. The easiest way to do this and keep the ghost vibe is to select Render->Lens Flare on the Filter menu, as shown in Figure F.

Move the cross hair where you want the flare to be centered. Adjust the brightness to a level that eliminates what you don't want, but keep enough contrast that viewers will be able to tell the figure is a figure!
And with that you have your own ghost photo! Enjoy it in Figure G.
